Tender Description
The Headquarters Military Lands & Cantonments (Headquarters Military Lands & Cantonments) invites sealed bids from eligible bidders for procurement of Works under the Micro Project-Engineering, Procurement, Construction, Installation, Testing, Commissioning and successful completion of On-grid/Hybrid Solar PV Systems at 8 Cantonment Boards (Kharian, Shorkot, Attock, Kamra, Pano Aqil, Mangla, Zhob, Loralai).

The procurement is planned for FY 2026-27. The bidding documents are available on EPADS v2.0 portal. The procurement will use Single Stage-Two Envelope adopting Quality and Cost Based Selection (QCBS) technique in line with Public Procurement Rules, 2004 and regulatory guidelines. All bids must be accompanied by a Bid Security in the form of Call at Deposit and a bid securing declaration in the prescribed format. Manual bids will not be entertained. Eligibility includes compliance with Public Procurement Rules, 2004, and registration on EPADS v2.0. Bidders must ensure timely submission of bids by Wednesday, September 16, 2026, 11:00 AM. Technical bids will be opened on the same day at 11:30 AM. The submission address is Headquarters Military Lands & Cantonments, Murree Road, Saddar, Rawalpindi.
