Pre-Qualification of Firms for Construction of Certain Services, Facilities and Buildings at Multiple Locations

The Military Engineer Services (MES) invites applications along with credentials for the pre-qualification of firms, contractors, and consultants for construction works under the Engineer-in-Chief's Branch at GHQ Rawalpindi. This pre-qualification is for the provision and construction of certain services, facilities, and buildings at various locations including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sargodha, Sialkot, Muzaffarabad, Swat, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, and Gwadar. Items being procured: - Construction of certain services, facilities, and buildings at Kamra - Construction of certain services, facilities, and buildings at Taxila - Construction of certain services, facilities, and buildings at Rawalpindi - Construction of certain services, facilities, and buildings at Chaklala - Construction of certain services, facilities, and buildings at Islamabad - Construction of certain services, facilities, and buildings at Lahore - Construction of certain services, facilities, and buildings at Sargodha - Construction of certain services, facilities, and buildings at Sialkot - Construction of certain services, facilities, and buildings at Muzaffarabad - Construction of certain services, facilities, and buildings at Swat - Construction of certain services, facilities, and buildings at Karachi - Construction of certain services, facilities, and buildings at Shah Bandar - Construction of certain services, facilities, and buildings at Sujawal - Construction of certain services, facilities, and buildings at Jewani - Construction of certain services, facilities, and buildings at Pasni - Construction of certain services, facilities, and buildings at Ormara - Construction of certain services, facilities, and buildings at Turbat - Construction of certain services, facilities, and buildings at Gwadar Firms must provide details including work orders, location, and pictures of completed projects along with satisfactory completion certificates from users. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works or services and must be registered with PEC in the relevant field. Additionally, firms must submit a list of personnel, bank statements, NTN certificates, and income tax returns for the last three years. Only firms fulfilling the following criteria may apply: enlisted with PEC in category C-2 or above with validity up to June 2027; preferably enlisted with MES in category A, or non-enlisted firms must provide 2% refundable bid security; pre-qualified with Engineer-in-Chief's Branch, GHQ Rawalpindi; no special report or outstanding recoveries of DI&E. Tenders will be issued to pre-qualified firms and must be received at the Engineer-in-Chief's Branch, GHQ Rawalpindi by 1130 hours on 25 September 2026, with opening at 1200 hours the same day.
