Tender Description
The Information Department Government of Sindh Directorate of Publication Karachi invites sealed bids from reputed printers registered with tax authorities for the printing and supply of departmental magazines and envelopes for the financial year 2026-27. The procurement covers the monthly magazines Izhar (Urdu), Paigham (Sindhi), the fortnightly Sindh Manzar (combined Sindhi & Urdu), special issues (combined Sindhi & Urdu), and envelopes.
Items being procured:
- Monthly Izhar (Urdu) 12 issues, 1000 copies per issue
- Monthly Paigham (Sindhi) 12 issues, 1000 copies per issue
- Fortnightly Sindh Manzar (combined Sindhi & Urdu)
- Special Issues (combined Sindhi & Urdu)
- Envelopes
The technical scope includes composition, layout designing, film making, title designing, binding, stitching, and supply of magazines through offset printing with CTCP plates. Specifications include 64 pages per magazine with 56 black & white and 8 color pages, size 23X36/8, paper weight 80 grams for text and 128 grams art paper for title cover, central stitching binding, and delivery of printed copies at the department premises. Printers must submit a CD of the magazine at delivery time.
Eligibility criteria require at least five years of experience in Sindhi language magazine printing, valid NTN, GST/SST registration, minimum Rs. 15 million annual turnover, sound financial position with bank statements for last 3 years, and no blacklisting by any government or private sector entity. Bid security of 3% and performance security of 5% of bid price are required in the form of pay orders.
The tender documents can be obtained from the Director Information (Publication) office Karachi from 7th July to 22nd July 2026 on payment of Rs. 5,000 non-refundable fee or downloaded from SPPRA EPADS system. Bids must be submitted online via SPPRA EPADS system and original bid security delivered by 2:00 pm on 23rd July 2026 at the Director Information (Publication) office Karachi. Bids will be opened at 2:30 pm same day.
A practical tip for bidders: Ensure all bid documents including earnest money, technical and financial bids, and required certifications are complete and submitted strictly as per SPPRA rules to avoid disqualification. Early submission is advised to handle any technical issues with the EPADS system.
