Procurement of 200 Nos 50 KVA Distribution Transformers as per NTDC Specification DDS-84:2020 on FCS basis at Regional Store Rohri/Larkana

Sukkur Electric Power Company (SEPCO) invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the procurement of 200 Nos 50 KVA Pole Mounted Distribution Transformers as per NTDC Specification DDS-84:2020 (Amended to date). The supply is on Free Consignee Stores (FCS) basis at Regional Stores Rohri and Larkana, Sindh. The loading and unloading of goods shall be the responsibility of the supplier. Items being procured: - 200 Nos 50 KVA Pole Mounted Distribution Transformers The transformers must comply with the latest NTDC DDS-84:2020 specifications and relevant IEC standards. Bidders must hold valid prototype approval certificates from NTDC/PPMC/SEPCO or obtain approval before mass production at their own cost. The delivery schedule is 50% within 60 days or earlier and the remaining 50% from 61st to 90th days or earlier. The supply includes free lifting and delivery to the consignee stores. Eligibility criteria include valid registration with SEPCO/DISCOs/NTDC/PPMC/WAPDA, FBR registration with active taxpayer status, minimum two contracts of similar supplies in last five years, and submission of bid security amounting to Rs. 1,980,000 in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft. Bidders must submit complete technical details, financial statements for last three years, and other mandatory documents as per bidding documents. Bids must be submitted online on EPADS v2.0 by 10:30 AM on October 14, 2026. Hard copy of bid security must be submitted physically at SEPCO Head Office, Admin Block, Old Thermal Power Station, Sukkur before the deadline. Technical and financial bids will be opened on the same day at 11:00 AM via EPADS. Manual bids will not be entertained. The evaluation will be based on Least Cost Based Selection (LCBS) technique considering quality, reliability, efficiency, and compliance with specifications. The successful bidder will be required to submit a performance guarantee of 5% of the contract price within 7 days of Letter of Intent issuance. Warranty period for the transformers is 24 months from the date of supply completion. Warranty claims, repairs, and transportation costs during warranty period shall be borne by the supplier.
