Tender Description
Sukkur Electric Power Company (SEPCO) invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the procurement of Control Panel CP-50, Control Panel CP-30, and Relay Panel RP-4 under tender number NCB-S-24/2026 for the fiscal year 2026-27. The procurement is planned for delivery to the SEPCO Warehouse at 132KV Grid Station, Arain Road, Sukkur, Sindh. Items being procured:
- Control Panel CP-50 (7 units)
- Control Panel CP-30 (4 units)
- Relay Panel RP-4 (7 units)
These control panels are specified as per NTDC specifications amended to date and are electrical control panels for generators. The delivery period is 120 days or earlier from the date of issuance of the purchase order. Bidders must quote on FCS basis, exclusive of sales tax and SED but inclusive of custom duty, port clearance charges, and transportation charges up to the SEPCO warehouse. The bidding process follows a National Competitive Bidding procedure using a Single Stage One Envelope method with Least Cost Based Selection (LCBS).
Eligibility criteria include valid registration with FBR, NTN, and other relevant authorities. Bidders must provide a bid security of at least 2% of the total bid amount excluding GST, valid for 150 days. Performance guarantee of 5% of the contract price is required upon award. Bidders must have at least 5 years of manufacturing experience, provide satisfactory operational certificates, and demonstrate sound financial capacity with average annual turnover exceeding twice the bid price.
Bids must be submitted electronically via EPADS v2.0 by 29 September 2026 at 03:00 PM and will be opened the same day at 03:30 PM. Manual bids will not be accepted. Bid security must be submitted physically before the deadline at the office of Chief Engineer (Development), PMU SEPCO Sukkur, 2nd Floor, Al Sehra Building, Minara Road, near Session Court, Sukkur. Technical and financial bids will be evaluated based on compliance with specifications and lowest evaluated cost.
