Tender Description
The Pakistan Airports Authority (PAA) invites sealed bids for the procurement of IT Equipment for the Airspace Management Lab, Operation Directorate, located at Logistics APS Branch, Logistics Centre (South), Karachi. This procurement is planned for the financial year 2026-27 under reference number P73516. The bidding process will be conducted through the National Single Stage-Two Envelope procedure on the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Bidders must be registered on EPADS v2.0 to participate and submit their bids electronically before the deadline of Monday, August 24, 2026 at 11:00 AM. Manual submissions will not be entertained.

The technical specifications for each item are detailed in Annexure A-3 of the bidding documents. Delivery is expected within 90 days of contract award at the Logistics Centre (South), Karachi. Bidders must provide a bid security as specified, in the form of Pay Order, Banker's Cheque, or Bank Guarantee, submitted physically before the bid submission deadline, with a scanned copy uploaded on EPADS. The successful bidder will be required to furnish a performance guarantee equal to 10% of the contract price.
Eligibility criteria include active registration on the FBR Active Taxpayer List with 100% compliance for Income and Sales Tax. Joint ventures or consortiums are not allowed. Bids will be evaluated on a Least Cost Based Selection (LCBS) basis, with the contract awarded to the lowest evaluated responsive bidder meeting all technical requirements.
Bidders are advised to carefully review all bidding documents, including terms and conditions, and submit bids in English. Clarifications can be sought through EPADS at least seven days before the bid submission deadline. A grievance redressal committee is in place for addressing complaints as per Public Procurement Rules, 2004.
