Procurement of IT/OT Security Equipment for Tarbela 4th Extension Hydel Power Station

The Water and Power Development Authority (WAPDA) invites bids for the procurement, installation, commissioning, testing, and training of IT/OT Security Equipment for the DCS Section of Tarbela 4th Extension Hydel Power Station located in Tarbela, Khyber Pakhtunkhwa. This procurement is part of the funds allocated for FY 2026-27 and aims to enhance the security infrastructure of the power station. Items being procured: - IT/OT Security Equipment for DCS Section of Tarbela 4th Extension Hydel Power Station The contract period for the project is 120 days. The procurement will follow the Single Stage-One Envelope procedure using the Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004, and other applicable regulations. Bidders must submit a Bid Security as specified in the bidding documents, in the form of Pay Order, Banker's Cheque, Call at Deposit, or Bank Guarantee. Bid Security is not required by the Procuring Agency but bidders must furnish a Bid Security Declaration as per the bidding document. E-bidding documents containing detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) at https://vendors.epads.gov.pk/. Electronic bids must be submitted via EPADS on or before 29.09.2026 at 1100 hrs and will be opened the same day at 1130 hrs. Manual submissions are not accepted. Each bidder must furnish a Bid Security amounting to PKR 60,000 in the form of CDR or bank draft in favor of Chief Engineer (O&M) 4th Extension HPS Tarbela, WAPDA. The original hard copy of the Bid Security must reach the office before the bid closing time. Insurance guarantees will not be accepted. The advertisement is also available on PPRA and WAPDA websites. Notification of the GRC constituted under Rule-48 of PPRA Rules, 2004 is provided on EPADS and www.eprocure.gov.pk and www.wapda.gov.pk. Bidders are advised to carefully review the bidding documents and ensure timely submission through the EPADS portal. Early registration on EPADS is recommended to avoid last-minute technical issues.
