Tender Description
The Pakistan Airport Authority (PAA) invites sealed bids for the procurement of PAA Aircraft Spares AP-CAB and AP-CAC under reference number P75250 for the financial year 2026-27. This procurement is planned to be executed through the National Single Stage-One Envelope procedure using the Least Cost Based Selection (LCBS) technique. The procurement is managed by the Logistics ANS Branch, Logistics Centre (South) at Jinnah International Airport, Karachi. Bidders must be registered on the EPADS v2.0 portal to participate and submit their bids electronically by the deadline of Wednesday, August 19, 2026 at 10:00 AM. Manual submissions will not be entertained.
Items being procured include the following lots with specific quantities and delivery schedules:
- Lot-I: Fuel Cell Assy (1 qty), Bulb 28V 150W (5 qty), Aviation Headset (2 qty), Aircraft Disk (4 qty), Engine Piston (30 qty), Insulator (20 qty), Transmitter Position (1 qty), Flap Indicator (1 qty), DC Volt Load Meter (2 qty), Plate Back (4 qty), Disk Rotating (8 qty), Wheel O Ring (10 qty) with delivery within 15 days from contract signing.
- Lot-II: Battery 6V (1 qty), Adhesive (1 qty), Battery Rechargeable 6V (5 qty), ELT Battery (2 qty) with delivery within 45 days from contract signing.
- Lot-III: Differential Pressure Switch (1 qty), Bottle-Receiver / Dryer (4 qty), Exciter Ignition (1 qty), Control Display Unit (1 qty), Voltage Regulator (1 qty), Switch Safety Landing Gear (2 qty), Polarized Window Fixed (6 qty) with delivery within 30 days from contract signing.
The technical scope covers supply of aircraft spares conforming to specifications and certifications such as EASA Form-1, FAA 8130, or PCAA Form-1 with OEM certification. Bidders must submit a minimum of 5 client details with purchase orders and delivery challans for Lot-I to be considered.
Eligibility criteria require bidders to be registered with FBR, appear on the Active Taxpayer List (ATL) for sales and income tax, and comply with all bidding document requirements. Joint ventures or consortiums are not allowed. Bid security must be submitted physically before the deadline and uploaded electronically on EPADS. Performance guarantees of 10% of contract price will be required from successful bidders.
Bids will be opened on EPADS v2.0 on August 19, 2026 at 10:30 AM. The Procuring Agency reserves the right to reject all bids or annul the procurement process without liability. The contract will be awarded to the most advantageous bidder based on technical compliance and lowest evaluated cost.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and submission of all required documents including bid security physically and electronically to avoid disqualification. Bidders should also carefully review all technical specifications and submit complete bids including all items in the package to remain eligible.
