Tender Description
Sukkur Electric Power Company (SEPCO) invites sealed bids on a Single Stage One Envelope basis through EPADS v2.0 for the procurement of specialized equipment for the fiscal year 2026-27. The procurement includes the supply of a Portable Oil Treatment Plant and a Digital Electronic Total Station complete set, both critical for the maintenance and surveying of 132kV transmission lines and grid stations in Sukkur, Sindh. Items being procured:
- Portable Oil Treatment Plant (500 liters/hour, manual operated up to 100°C), quantity 3 units
- Digital Electronic Total Station Complete Set for 132kV Transmission Line and Grid Station Survey, quantity 3 units
The Portable Oil Treatment Plant must comply with IEC standards and be of USA, EU, JP or equivalent origin. The Digital Electronic Total Station must have 2" angle accuracy, ±(2 mm + 2 ppm) distance accuracy, minimum 5 km single prism range, reflectorless range of minimum 1 km, 30× magnification telescope, dual axis compensator, USB & Bluetooth data transfer, internal memory for at least 100,000 points, minimum 18 hours battery backup, and IP55 or better protection. It must come complete with tripod, prism set, prism pole, tribrach, batteries, charger, carrying case, and standard accessories.
Bidders must be registered manufacturers, suppliers, distributors, or authorized dealers with at least 5 years manufacturing experience and proven operational experience. Financial capacity, including positive net worth and average annual turnover exceeding twice the bid price, is mandatory. Bid security of 2% of the bid amount is required. Delivery is to be made FCS to SEPCO Warehouse near 132kV Grid Station, Arain Road, Sukkur within 150 days or earlier from the date of purchase order issuance. Partial deliveries and payments are allowed.
Bids must be submitted electronically via EPADS v2.0 by 30th September 2026 at 01:30 PM and will be opened the same day at 02:00 PM. Manual bids will not be accepted. Bid security in original form must be submitted physically before the deadline at the office of Chief Engineer (Development), PMU SEPCO Sukkur. Technical and financial bids will be evaluated on Least Cost Based Selection (LCBS) criteria. Bidders are advised to carefully review all bidding documents, including terms, conditions, and specifications available on EPADS portal. One practical tip: Ensure timely registration and familiarization with EPADS v2.0 platform to avoid disqualification due to procedural errors.
This procurement is funded from SEPCO's own resources and governed by PPRA rules 2004 and SEPCO's procurement policies.
