Tender Description
Walton Cantonment Board Lahore invites experienced contractors and firms for the provision of Solid Waste Management Services within its jurisdiction. This procurement is aimed at ensuring efficient collection, transportation, and safe disposal of municipal solid waste, along with cleaning and maintenance of public areas in Walton Cantonment, Lahore. The contract is for a period of three years, extendable on mutual consent.
Items being procured:
- Collection, transportation and safe disposal of municipal solid waste at WCB-approved disposal locations
- Cleaning of roads, nullahs, open areas, removal of horticulture waste, dead animals, debris, and other municipal waste
- Maintenance and cleanliness of designated rubbish/waste collection points
- Complaint registration, response and resolution services as per prescribed KPIs
- Provision of all required equipment, machinery, vehicles, fuel, manpower, tools, accessories, PPE, and operational resources
The scope covers multiple sectors including DHA Phase I, II, I-A, III, I-B, IV, V, Nishat Colony, Maryam Colony, Askari 5 & 8, Cavalry Ground, R.A Bazar, Main Badian Road, Keer Kot, Peer Colony, Qadri Colony, Model Colony, Madina Colony, Gull Bahar Colony, and Islam Nagar. Bidders must conduct their own site survey as the provided data is indicative only.
This is an output-based contract under a Performance-Based Service Model with strict KPIs. Contractors must determine adequate fleet and manpower to meet cleanliness standards. No claims for additional payment due to underestimation will be entertained.
Eligibility requires a minimum of three years' proven experience in similar services, registration with Inland Revenue Department/Tax Authorities, and submission of bid security in the form of Call Deposit Receipt (CDR) as specified per sector. Vehicles provided must be 2021 model or newer. Blacklisted bidders by any government department are ineligible.
Bids must be submitted electronically through EPADS 2.0 under the Single Stage – Two Envelope procedure by **21-09-2026 at 03:00 PM**. Technical bids will be opened the same day at 03:30 PM at the Walton Cantonment Board office, Ahmed Bukhsh Road, R.A Bazar, Lahore. Financial proposals are to be quoted separately for each sector.
