Stationery, Printing, Uniforms, Events and Gifts Framework Contract

The Human Rights & Minority Affairs Department, Government of the Punjab, invites sealed electronic bids from eligible firms, companies, sole proprietors and general order suppliers for an annual framework contract on a lot-wise basis through the E-Procurement System. The procurement will be conducted under the Punjab Procurement Rules, 2014, using a single stage two envelope procedure. The work and supplies relate primarily to departmental stationery, printing, events, uniforms and related promotional or ceremonial requirements. Mandatory lot list: Lot 1, Stationery, bid amount PKR 6,000,000, 2% bid security PKR 120,000; Lot 2, Computer Stationery, bid amount PKR 5,550,000, bid security PKR 111,000; Lot 3, Printing and Publication, bid amount PKR 5,000,000, bid security PKR 100,000; Lot 4, Others, bid amount PKR 5,550,000, bid security PKR 111,000; Lot 5, Cost of Other Store, bid amount PKR 5,550,000, bid security PKR 111,000; Lot 6, Entertainment and Gifts, bid amount PKR 3,500,000, bid security PKR 70,000; Lot 7, Conference and Seminar, bid amount PKR 1,000,000, bid security PKR 20,000; Lot 8, Exhibition, Fair and Other Celebration, bid amount PKR 5,000,000, bid security PKR 100,000; and Lot 9, Uniforms and Protective Clothing, bid amount PKR 2,000,000, bid security PKR 40,000. Bidders must be registered with PPRA, relevant registration authorities and applicable tax departments, including Income Tax, Sales Tax, Punjab Sales Tax or PRA where relevant. Each electronic bid must include bid security equal to 2% of the estimated price. Bids must be uploaded through E-PADS before the deadline of **19 August 2026 at 11:00 AM**. Electronic opening will occur on the same day at 11:30 AM. The meeting venue is the Committee Room, Human Rights & Minority Affairs Department, House No. 24, Block C 2, Gulberg III, Lahore.
