Tender Description
Aror University Sukkur invites bids for the comprehensive Engineering, Procurement, and Construction (EPC) of a 1664 KWP Solar Power System integrated with a 2MWH Battery Energy Storage System (BESS) under a Build-Own-Operate-Transfer (BOT) model. This project is located in Sukkur, Sindh, and requires a qualified Developer/developing firm registered with the Pakistan Engineering Council (PEC) in category CB or above, with proven experience in solar projects of 2000 kWp or more.

- Solar photovoltaic panels 720 watt or above
- Grid tied inverters 100 kW or above
- Battery energy storage system 2MW
- Battery management system (BMS)
- Mounting and support structures
- DC and AC cabling
- Combiner boxes
- Switchgear
- Protection and control equipment
- Monitoring and SCADA systems
- Earthing and lightning protection systems
- Communication infrastructure
- Civil and structural works
- Transformers, HT Panels, LT Panel, ATS, Control Room and all associated auxiliaries and balance-of-system components
The scope includes design, supply, installation, testing, commissioning, operation and maintenance during the BOT period, and final handover to the University. The solar PV modules must be crystalline with minimum 710W power and 22% efficiency, certified to IEC and ISO standards. Inverters must be from approved makes such as Huawei or Sungrow, with high efficiency and advanced monitoring features. Mounting structures must be hot-dip galvanized and withstand wind speeds up to 150 km/h. DC and AC cables must meet IEC standards with UV and rodent protection. The BESS must comply with international safety and performance standards including IEC and UL certifications.
Eligibility requires PEC registration, FBR/ATL registration, AEDB registration, and documented experience with solar projects of similar scale. Financial strength with minimum annual turnover of PKR 1 billion in solar business over the last 3 years is mandatory. The bid security of 3% of quoted price in CDR form is required with the financial bid.
Key dates include a pre-bid meeting on 2026-08-10 at 14:30 at Aror University Sukkur. Technical and financial bids must be submitted by 2026-08-25 at 14:00 to the Assistant Engineer Electrical, AROR University, Bypass Road Sukkur. Bids must be submitted online via EPADS portal and also delivered physically as per instructions.
