Turnkey Supply, Delivery, Testing and Handover of Portable Solar Home System Kits for Deserving Families in Karachi

The Karachi Metropolitan Corporation (KMC) invites reputable firms registered with PEC C-A (No Limit) or C-1 with specialization codes for Solar Works, KCCI, Sindh Electrical Contractor License, SEPA, AEDB or equivalent PPIB enlistment, and valid ISO 9001:2015 and ISO 14001:2015 certifications to participate in the turnkey supply, delivery, testing, and handover of Portable Solar Home System Kits for deserving and energy-deprived families in Karachi. Items being procured: - Complete Portable Solar Home System Kit comprising 585Wp Mono-crystalline/Bi-facial tier-1 PV panel - Minimum 40A MPPT charge controller compatible with 12V battery - 12V 100Ah deep-cycle solar battery (11 plates) - Two 18W DC LED bulbs - One 56-inch AC/DC compatible ceiling fan - One 18-inch DC pedestal fan - 20 meters wiring with protection devices and accessories - Delivery, testing, documentation, and handover of complete kits The scope includes turnkey supply, pre-delivery functional testing, inspection, demonstration, documentation, and handover at the designated KMC warehouse in Karachi. Assembly and on-site installation at beneficiaries' premises are excluded. Bidders must possess their own solar-based testing facility and demonstrate technical and financial capacity, including PEC registration, tax compliance, business experience, and financial strength. The contract period is 45 days from signing. A non-refundable bidding document fee of PKR 5,000/- is required. Bid security must be submitted as per bidding documents. Bids are to be submitted online via EPADS SPPRA portal by 16th November 2026, 03:00 p.m., with hard copies of technical and financial proposals submitted in separate sealed envelopes at bid opening for verification. Technical proposals will be evaluated first; only technically qualified bids will have financial proposals opened. The estimated cost is PKR 500 million for 3,275 kits. The bidder must ensure compliance with all mandatory technical specifications and warranty requirements. Late bids will be rejected. KMC reserves the right to accept or reject any or all bids without liability. A pre-bid meeting is scheduled for 11th November 2026 at 03:00 p.m. at the Director (Contract Management Wing) office, KMC. One practical tip for bidders: Ensure complete and signed Technical Specification Compliance Sheet/Matrix with referenced manufacturer datasheets is submitted with the technical proposal, as non-compliance will lead to disqualification before financial evaluation.
